No, and though I can't recall a 1.0 patch, there were several (but
pretty quiet) 2.0 patches. I remember one that implemented some
basic Renderman shaders capabilities, and another one that did
halos, in a much different way that the one being implemented in 3.0.
At the time, there were also much more in-development free raytracers
(Rayshade, PolyRay, Vivid, Luxart,..), but POV-Ray ate it all,
by becoming increasingly friendly and powerful. POV-Ray is the
Microsoft of free raytracers ;-).
Now, it seems logical that programmers who wants to play with a
raytracer often choose to start from POV-Ray, instead of reinventing
the wheel.
